Trump asks the Supreme Court to allow billions of external aid discounts

The administration of US President Donald Trump asked the Supreme Court to allow it to block more than 4 billion dollars (3 billion pounds) in foreign aid.

The administration seeks to obtain an emergency matter because it tries to return money to external assistance programs that have already been allocated by Congress.

A lower court said last week that the Trump administration had a legal commitment to spending money, and the Court of Appeal refused last Friday to freeze this ruling.

The president tried to use a legislative tool that rarely pulls money. Since his return to the White House, Trump has canceled billions of dollars in foreign aid that he says is not in his goals.

Attorney Dr. John Sawir said in the Monday file that a judicial decree of the lower court “raises a serious and urgent threat to separate the authorities.”

“The president can barely speak with one voice in foreign affairs or in dealing with Congress when the provincial court forces the executive authority to defend its goals,” Sawir wrote.

The Supreme Court can judge at any time.

Last week, Judge Amir Ali spent that the United States government had had to spend the allocated money unless Congress voted to agree to the Trump administration’s request.

On August 28, Trump told the House of Representatives that the administration would not spend billions of dollars in external aid allocated by Congress earlier this year.

These funds include about 3 billion dollars for the United States Agency for International Development (the United States Agency for International Development), in addition to funds for the Ministry of Foreign Affairs, the preservation of international peace and the process of democracy in other countries.

Trump, a Republican, has largely dismantled the United States Agency for International Development, which is the main external aid agency, because he said that its spending was luminous.

To cancel foreign aid funds, he said he was using the so -called pocket delivery through the reservation monitoring law, which gives the US President the authority to request the cancellation of the funds approved by Congress.

Such notice late in the fiscal year means that money may not run out because Congress does not have enough time to act on demand.

A group of non -profit organizations and companies receiving funds for foreign aid projects provided a legal challenge for this step.

It is reported that this is the first time in nearly half a century, as the president has moved to one -sided financing.

The Trump administration has already said it is planning to spend another $ 6.5 billion of funds allocated to foreign aid, following lawsuits from relief groups.

This is not the first time that the conflict has ended in financing foreign aid in the Supreme Court.

In March, the judges rejected an offer from the president to keep $ 2 billion in frozen foreign aid while the case was moved. It was the rule of 5-4.
