For government officials, the name “without a heart” is a professional danger. But Albania chose to convert this insult to positive quality, by appointing the Minister of Artificial Intelligence.
It is not the Minister of Artificial Intelligence. Instead, a member of the cabinet, who, literally, is the work of artificial intelligence.
The new addition, such as a pop star, is simply known as the individual name: Diela.
Prime Minister Idi Rama was presented by a member of the new cabinet on Thursday, four months after his fourth term was secured in the May elections.
However, this step was symbolic, not official, as the Albania constitution insists that government ministers should be mental citizens between the ages of at least 18 years.
However, the advantages of appointing a robot to man are clear.
Dela, whose name is Sun in Albanian, is unlikely to be a source of any unequal leakage around the government. It will only be related to the authority in the sense of the electricity it consumes. The scandal of harmful expenses appears to be not contained.
In fact, corruption was higher in Rama’s minds when Diela made part of his team as Minister of Public Procurement.
Its role will be to ensure that Albania will “become a country where public tenders are 100 % free of corruption.”
“We are working with a great team, which is not only dairy but also international, to issue the first full model of Amnesty International in public purchases,” Prime Minister told the BBC.
“We will not only make every possible effect on public offers – we will make the process too much faster, more efficient and completely accountable.”
Deilla was already working in Albania even before “appointment” in the government. Her first embodiment as a virtual assistant working in Amnesty International, as he directs applicants through the process to obtain official documents.

Rama is proud that Diella “helped more than a million requests” on the E-Albania platform. But his vision of the role of the artificial intelligence government is much greater than just chatbot.
He talks about the largest and most advanced “jumping” countries, which are still locked up in “traditional ways of work”.
Reactions to the new Della role are, understandable, mixed. The opposition Democratic Party described a “ridiculous” and “unconstitutional” initiative.
But others are optimistic with caution.
The founder of the Balkan Financial Services Company, Anaida Pacquitary Becca, notes that Eddie Rama “often mixes repair with plays, so natural people ask whether this is symbolic.” But she says that “the Minister of IQ” can be constructive if it evolves into real systems that improve transparency and confidence in public purchases.
Anti -corruption experts also noticed the possibility of spreading artificial intelligence to reduce illegal gain.
“Artificial intelligence is still a new tool – but if it is programmed properly, and when it offers an online offer, you can see clearly and more whether the company meets the conditions and standards,” says Dr. Andy Hakhaj, of the King’s College in London, who specializes in West Balkan and the rule of law.
He believes that the rapid progress of Albania in the European Union’s joining talks and the encouragement from Brussels to complete the negotiations by 2027 means that the country has a strong incentive to address the illegal gain.
“There is a lot at stake,” he says. “The main pre -condition of the European Union was to address corruption. If (Diela) is a vehicle or mechanism that can be used to achieve this goal, this is worth exploring.”
Edi Rama does not deny that there is an element in the propaganda trick for its latest buzz. But he insists that there is a dangerous intention behind the fun presentation.
He says: “He presses other members of the cabinet and the national agencies of running and thinking differently. This is the biggest feature I expect from this minister.”
In other words, beware of ministers: Artificial intelligence can also come to their jobs.
