While the main headlines focus on commodity and services tax cuts, two silent changes are set but sweetened for taxpayers in November – recovering the amounts of upside down fees and the most simplest radical registration process.

Sujit Bangar, founder of Lachbuddy.com, reported the twin shifts in the LinkedIn Publishing, describing the “change of the game” to manage the working capital and the ease of compliance.

From November 1, 2025, the taxpayers who have an inverted duty structure – where the entry of goods and services tax will be higher than the output GST – will be qualified to recover 90 % temporarily on unused input tax credit (ITC). These recovered amounts will be processed based on the risk profile, with the remaining 10 % cleansing after verification. Officers can withhold recovered amounts only in exceptional cases, and must document the causes.

This is a noticeable exit from the current system, which depends greatly on manual audit and does not provide any guaranteed time schedules. Bangar explained the transformation using the Solar Energy Manufacturer, for example: the introduction of GST 3,840, while GST is the output is only $ 2000, leaving $ 1,840 in the non -claimed ITC. Under the new system, $ 1,656 (90 %) will be almost immediately, which improves cash.

The second repair will make the commodity and services tax registration easier for low -risk companies. Manual checks and site visits will be eliminated for these applicants, which the government is estimated to make up 96 % of the new records.

The new process also allows subscription/cancellation flexibility, aimed at accelerating on board startups and MSMES.

“These changes may not issue newspaper headlines, but it will make the public budget breathe,” Bangar wrote.
