
The investigation led to the arrest of sixteen people in DeKalb. Georgiaafter the police revealed Illegal gambling and drug activity. Police raided the home in Big Bust, where they found 101 grams of methamphetamine, fentanyl and marijuana, as well as drug and gambling paraphernalia.
Of the 16 arrested, only Joseph Higgins was charged with anything worse than marijuana possession. Higgins has already been charged with trafficking methamphetamine, as well as unlawful possession of controlled substances and marijuana. He also has several outstanding warrants.
The rest of those arrested will not be charged anything other than possession of cannabis, and will not be charged for that Illegal gambling. According to the Sheriff’s Office, police will still investigate the group, but nothing about the gambling has been called into question.

- Mark Smith, 50, of Scottsboro
- Melissa Mulligan, 54, of Rainville
- John Mulligan, 59, from Valley Head
- Edwin Guest, 32, from Fife
DeKalb’s mayor is weighing in on the illegal gambling case
In a statementDeKalb County Sheriff Nick Welden said:
“Fentanyl and methamphetamine continue to pose two of the most dangerous threats facing our communities today.
“These toxins are destroying families, fueling violence, and claiming lives at an alarming rate. Every gram we seize means a potential life saved.
“Our deputies’ investigators and task force agents remain concerned as they seek to remove these drugs and the individuals who distribute them from DeKalb County.
He added: “We will continue to work day and night to keep our citizens safe and hold accountable those who benefit from the suffering of others.”
