On Monday, the Ministry of Justice said that Xingua Win, from Ontario, California, admitted that conspiring to violate the Economic Forces Law on International Emergency – a law in 1977 that enables the president to trade trade with countries on the basis of national security – and one charge of working as an illegal agent of a foreign government.

Win, 42, has shipped at least three containers of weapons to North Korea in 2023, one of which reached Nambo, North Korea, via Hong Kong, according to public prosecutors.

To facilitate this scheme, Wen bought a firearms company in Houston, Texas, and used wrong papers to hide the contents of his shipping containers, according to public prosecutors.

Win, who was also arrested in December, bought nearly 60,000 rounds of 9 mm ammunition and obtained a “sensitive technique”, including a chemical threat determination, to ship to North Korea.

Wayne was claimed to purchase sensitive weapons and goods by North Korean officials who met him at the North Korean embassy in China before the United States entered a student visa in 2012.

While interrogating the FBI, Win said he believed the North Korean government wanted weapons and ammunition to prepare for an attack against South Korea, according to a criminal complaint filed in September.

The Court of Governance is scheduled to face August.

He faces the maximum of 20 years in prison for violating the Law of Economic Forces for International Emergency, and up to 10 years for his work as an illegal agent of a foreign government.
