“While the U.S. policy pivot creates a transition setback in North America, the impact on the global transition is marginal,” said the lengthy report, titled Global Energy Transition Outlook 2025.
More than anything else, American setbacks will affect the nation rather than the world’s clean energy goals. The report estimated that “policy changes in the United States will see emissions reductions decline for about five years.”
In July, the Trump administration issued a document Titled the US AI Action Plan, it states that “the US environmental permitting system and other regulations make it nearly impossible to build this infrastructure in the United States at the speed required.”
Besides reducing regulations on energy policies, the plan recommends creating regulatory exceptions that favor quick permit approvals in order to build data centers more quickly.
“The United States accounts for one-seventh of global primary energy use and therefore exerts some influence on the overall picture,” the DNV report said. “However, the process of large-scale decarbonization of the Chinese economy continues, along with exports of low-cost electric technology from China to other regions.”
“Chinese clean technology exports continue to drive the transition in the rest of the world,” the report said, adding that many other countries are adopting competitive Chinese technologies, aiding the global energy transition.
