Ottawa insists that it did not allow the export of deadly weapons to Israel and that it prevents any military goods that can be used in Gaza.

Here is a look at what we know – and we do not know – about Ottawa’s efforts to preserve Canadian weapons from Gaza while allowing Israel to import military goods for other purposes.

What hinders Canada from Israel?

In March 2024, Parliament voted in favor of a non -obligatory proposal to stop new weapons permits for Israel. The government announced the review of export permits and about 30 of them attached to determine whether it involves fatal uses.

Ottawa allowed all other military export permits to Israel. There were 164 of these permits used to export military commodities to Israel in 2024, some of which were valid for years.

Of the 30 pending permits, some of them have ended, and the rest remains suspended, says Global Affairs Canada.

In March 2024, the office of the then Minister of Temporary Affairs, Milani Jolie, said that any of the good permits allowed to export “deadly goods” to Israel, such as weapons and equipment technology.

Its office also said that Canada had stopped agreeing to Israel’s permits on January 8, 2024, noting human rights concerns.

While the Israeli Foreign Minister suggested at the time that the decision would undermine Israel’s ability to defend itself, Israeli Ambassador Edodo Meed said, “We will be able to continue to defend ourselves.”

What still allows Canada to Israel?

Ottawa said its restrictions exclude “non -deadly” equipment.

The government provided Parliament with a list of all current permits in June 2024. The list reminds the circuit paintings more than a hundred times.

In September 2024, after the US State Department agreed to purchase mortar cartridges that were made in Quebec to Israel, Jolie said that Canadian -made weapons were banned from reaching the Gaza Strip.

Activists say that Israel can use Canadian components such as lenses and cameras in the Gaza war and in military campaigns in the West Bank, although Ottawa says that Israel violates international law in both theaters.

What do Israeli customs data say?

In late July, pro -Palestinian activists stated that the Israeli Tax Authority has included public imports from Canada, which was officially registered in customs data such as bullets, guns and other weapons.

The data proposed 175,000 bullets from Canada to Israel under the customs law that Israel uses for “war ammunition and its spare parts”, with three similar shipments in 2024.

Israeli customs agents recorded another Canadian shipment in the category of “tanks and other armored combat vehicles, engines, whether equipped with weapons, and parts of these vehicles.”

The Canadian government took three days to respond to the claims. The Office of the Minister of Foreign Affairs, Annette Anand, said it took time to “check that any of the serious allegations of any violations were correct.”

In her response, Anand said that the report was defective and its results were “misleading and greatly distorting the facts.”

Anand’s office said the bullets were “projectiles similar to the coating” that cannot be used in the fighting.

Senator Wu called this explanation, which raises the dependency and suggestion of Israel, which is likely to use these materials to train its soldiers.

Wu was among the 32 Senate members – a third of the Senate – who called for a comprehensive investigation into Israel from Canada. Anand’s statement described it as “very limited, very slippery and defensive.”

“She missed an opportunity to understand the seriousness of the situation in Gaza,” he said.

What about planes?

Defenders argue that Canadian components are used in Israeli aircraft and aircraft, citing exports of items such as circuit boards, domains or cameras.

Wu Anand said “loose, with a shift in the language and … an attempt to try to be legal on the government’s commitment to its promise.”

Fitz Morris wrote that it would be “a deceptive demand, at best” indicating that Ottawa was turning.

He wrote: “The government’s position has not changed. Minister Anand does not read from a text. It uses different words to convey the same message or to add clarity, depending on the circumstances and what it responds to.”

“The only permits that may be granted to the elements used to defend civilians, such as the Iron Dome, and the materials that roam through Israel as part of the global supply chain such as the elements (which) final users from Canada and/or NATO allies.”

Why not end all arms exports to Israel?

The government says it will establish the complex supply chains that Canada and its allies depend on if Canada refuses to export military goods to Israel, or import them from this country.

“Any consideration of the bipolar arms prohibition would prevent Israeli components from entering Canada will need to take into account the effect that will happen on Canada, including (Canadian Armed Forces),” Fitz Morris wrote.

Senator Woo Anand said that all military trade with Israel was stopped.

Is the government transparent?

Fitz Morris wrote: “The schedules of the Canadian government are regular reports on arms exports and submitted thousands of pages from the documents to the Standing Committee of the House of Commons in foreign affairs-which the committee then published on its website,” Fitz Morris wrote.
