Trump’s comments seem to indicate that he has no great hope that penalties will force Putin’s hand.

Secondary sanctions are also holding Washington’s relations with China and India, who are accused of helping to finance Russia’s war effort by buying oil.

Since he took office in January, Trump has found that stopping the war is more difficult than he imagined.
