At a press conference with Starmer, Albanian Prime Minister Edi Rama said that a similar return model agreed between Italy and Albania should be fully tested. The plan has so far faced many judicial obstacles.

Rama said that although other countries had repeated such deals, he was not ready for Albania to do this to Britain.

Starmer said he would give more details about his talks about the return centers “in time.”

In a separate briefing, his spokesperson began more about who can be covered with any future deal.

The spokesman said: “This will apply to people who have exhausted all legal ways to stay in the United Kingdom, but they are trying to the situation, using various legal tactics, whether they have lost their papers or other tactics to thwart their removal.”

“Under these proposals, they will be transferred to a third safe country while they are waiting for new documents to ensure that there is no opportunity to make their deportation more difficult.”
